"The Veneto is giving a substantially accelerate agricultural expenditure of the Rural Development Program. Unfortunately
not in all regions, particularly in the South, where among other
things, according to the Community provisions, were awarded more money
than in the North that might be lost. " Regional
Executive Vice-President Franco Manzato shares the concerns of the
Agriculture Minister Luca Zaia risks of disengagement of funds
allocated to RDP. "Some procedural changes had created some concern us too - added Manzato - but we've remedied. Rather
disconcerting to note that many regional governments of the South are
not able to spend on their agriculture, with the consequent risk of
losing money. And there will be another chance to recover. "
The
issue is rather complicated but at the same time simple: the EU funding
must spend within a certain period of time, otherwise they are
"released", that is diverted from those which were originally allocated
and reallocated to the countries who know how to spend better. "For
our part - said Manzano - Veneto has had some initial delays because we
limited the" drag "of the previous PSR, allocating spending measures
actually new. We
also had some problems on the on-axis 2 (improving the environment and
the countryside) the effect of the innovations of European standards
and some European restrictions on the commitments and the amount of
premiums, in addition to the changes around the controls on the
surfaces . In
any case we have already recovered compared to other regions and we are
further accelerating: we have adopted a contract of 166 million
spending on Axis 1 (Improving the competitiveness of agriculture and
forestry) and 3 (quality of life in rural areas and diversification of
' economy)
and we are renegotiating with the Commission the amount of the premiums
on the axis 2, for which, within a month will be released a further
notice which will release all the resources available for the
programming period 2008 to 2013. The
AVEPA, the regional agency, should also be paid by June 2008 is the
residue, and in 2009 the balance of measures in Axis 2 surface. For
AVEPA - concludes Manzano - we also required to improve payment
performance, making interpretation of the needs of our farmers. "
